His Majesty Sultan Haitham bin Tarik presided over a meeting of the Council of Ministers at Al Barakah Palace.

His Majesty opened the meeting by offering praise and gratitude to Allah Almighty for His visible and hidden blessings, praying that He continue to bestow His bounty and abundant blessings upon this dear nation, its people and residents. He also prayed that Allah Almighty protect Oman, its people and all nations, granting them continued security and stability, and guide all sincere efforts towards achieving progress and aspirations.

After reviewing the results of the 2025 assessment of government institutions, which showed a marked improvement in performance since the Government Institutions Performance Measurement Unit commenced its work in 2022, His Majesty commended the highest-performing government entities as well as those that achieved the greatest improvement. His Majesty underlined the importance of ensuring that these gains are reflected in higher levels of satisfaction among citizens and residents, a better business environment and stronger performance against the targets of Oman Vision 2040.

In light of the rapid spread of digital communication platforms and their extensive use by children, His Majesty directed the relevant authorities to assess the issue from all perspectives, identify associated challenges and develop the necessary regulations and mechanisms to govern children’s use of these platforms. This is intended to assist families in guiding their children and ensuring their optimal use of such technologies, drawing on leading international experiences in this field.

Given the importance the Council of Ministers attaches to cybersecurity alongside digital economy programmes, it was emphasised that all government entities should give priority to cybersecurity projects within their plans and programmes and address related challenges on an ongoing basis in coordination with the competent authorities, particularly in view of the rapid technological developments taking place in this sector.

Recognising the importance of establishing a comprehensive institutional framework for managing government assets in a manner that ensures their optimal use, enhances governance and oversight and transforms them into a resource supporting economic development, the Council of Ministers approved the establishment of the Government Assets Authority. The Authority will be responsible for managing and investing the State’s fixed assets in accordance with the highest standards of transparency, with the aim of maximising investment returns and transforming these assets into a sustainable economic resource that supports the State’s general budget.

The Council of Ministers also reviewed the efforts undertaken by all units of the State’s administrative apparatus and the private sector in relation to employment. It commended the national efforts made by both the public and private sectors to advance employment programmes and initiatives and provide job opportunities for citizens. The Council highlighted the importance of raising employment targets and intensifying efforts to create broader employment opportunities for Omani citizens.

His Majesty commended the launch of the Muscat Plan by the Sultanate of Oman in cooperation with the United Nations, noting that the initiative represents a practical embodiment of Oman’s longstanding principles and reflects the Omani approach based on dialogue, understanding and the building of humanitarian partnerships.

The Council of Ministers reaffirmed Oman’s firm position of respecting the sovereignty of states, refraining from interference in their internal affairs and maintaining good neighbourly relations and constructive cooperation with all countries. The Council also reiterated Oman’s longstanding call for dialogue and diplomacy as the means to resolve disputes in a manner that preserves lives and safeguards the region’s resources.

The Council of Ministers  welcomed the understanding reached between the United States of America and the Islamic Republic of Iran and expressed appreciation for the regional and international efforts undertaken, particularly the constructive role played by the Gulf Cooperation Council countries and the Islamic Republic of Pakistan in protecting the region from threats to its security and stability.

In this regard, His Majesty commended the swift response and efforts of the military and security services in defending the nation. He underlined the importance of continued vigilance in safeguarding security and stability, and Oman’s balanced and neutral role in upholding the principles of justice and law, while remaining committed to the safety and security of maritime navigation and freedom of passage through its territorial waters in the Strait of Hormuz in accordance with international law.

In light of the global economic repercussions of recent developments, and after commending the efforts and measures undertaken by the relevant authorities in both the public and private sectors to secure the supply of goods and facilitate transportation and the movement of individuals and freight vehicles, His Majesty emphasised the importance of continuing these efforts and strengthening integration between national and regional systems, including joint Gulf cooperation among the GCC member states, in order to mitigate the negative effects of these developments, ensure a high level of preparedness for response and coordination, and maintain resilience in this regard.

His Majesty also directed the provision of a package of facilitative measures for sectors of the national economy, particularly small and medium enterprises directly affected by these developments, with the aim of alleviating their impact.

His Majesty commended the approach demonstrated by Omani citizens in expressing their views, noting that it reflects the balance and moderation that characterise the Omani national character in addressing various issues. He also praised the role of Omani media in conveying Oman’s positions on different developments and issues through a balanced and rational approach that places the national interest first.

Reviewing bilateral relations with a number of sisterly and friendly countries and the visits hosted by Oman in recent months, His Majesty highlighted the importance of building on Oman’s positive relations with countries around the world and translating them into practical benefits that strengthen economic ties, serve shared interests and contribute to lasting prosperity and stability for the region and the peoples of the world.

At the conclusion of the meeting, His Majesty prayed for continued success and guidance for all in serving the interests and development of this dear nation and its loyal people.
