The Sultanate of Oman continued its efforts to combat human trafficking by strengthening law enforcement, protecting victims and intensifying prevention and awareness efforts, according to the 2026 Trafficking in Persons Report, which keeps Oman in Tier 2.
The report highlights Oman’s efforts to develop its national anti-trafficking framework by updating legislation, strengthening the protection and care of victims, enhancing the preparedness of law enforcement agencies, intensifying prevention and awareness programmes and expanding international cooperation in this field.
It notes the issue of the 2025 Anti-Trafficking in Persons Law, which strengthened the legislative framework for combating the crime by increasing penalties and broadening the scope of criminalisation to cover various forms of exploitation. The law also includes provisions to strengthen victim protection and safeguard their rights.
The report says Oman continued to strengthen procedures for identifying victims and referring them to care centres, providing shelter, food, medical care, legal support, counselling and financial assistance, as well as offering legal alternatives for residence and employment to foreign victims.
It also highlights the continued work of specialised anti-trafficking units within the Royal Oman Police and Public Prosecution, the training and development of law enforcement personnel, and enhanced cooperation with other governments on law enforcement.
In the area of prevention, the report notes that the National Committee to Combat Human Trafficking continued to implement the National Action Plan to Combat Human Trafficking for 2024–2026.
The plan aims to expand public awareness activities, target groups most vulnerable to human trafficking, and strengthen reporting channels and awareness of the dedicated hotline for such crimes.
The report also notes that the Ministry of Labour issued new regulations in October 2025 to strengthen protections for domestic workers, while cooperation with labour-sending countries was enhanced through memoranda of understanding, implementation programmes and bilateral agreements.
These continued efforts reflect Oman’s commitment to developing its national framework for combating human trafficking, strengthening victim protection and crime prevention, and supporting international cooperation in law enforcement.
