
Launch of Green Hydrogen Summit Oman 2025
The Green Hydrogen Summit Oman 2025 opened at the Oman Convention and Exhibition Centre under the theme “Hydrogen Pathway: Building bridges and advancing achievement”. This fourth Green Hydrogen Summit highlights the sector’s development and Oman’s shift from planning to implementation.
The event, organised by the Ministry of Energy and Minerals in cooperation with Hydrogen Oman (Hydrom), forms part of efforts to create a platform that brings together officials, decision-makers, experts and investors to discuss policies, legislation and investment opportunities related to green hydrogen, and to review the latest technologies and international market trends.

Despite the ongoing shifts in global energy markets, the progress achieved by Oman’s national green hydrogen framework stands out as clear evidence of a firm commitment that strengthens its position as a trusted partner and a leading competitor in the global hydrogen economy.

Engineer Nasser bin Salem Al Aufi, Minister of Energy and Minerals, said that holding this summit builds on Oman’s strategic efforts to strengthen energy security locally and globally and to consolidate its position as a pivotal platform in developing low-carbon hydrogen industries. He noted that in recent years Oman has worked to shape clear policies and establish regulatory and executive frameworks capable of keeping pace with the rapid growth of this sector.
He stated that Oman is moving in line with global developments in hydrogen technologies and is working with partners to bridge technical and financing gaps and overcome challenges that may hinder progress. He added that Oman has accumulated decades of experience in the energy sector and in the transition to renewable energy, and is rebuilding the hydrogen sector framework from policy and legislation through infrastructure and site allocation to the establishment of specialised national companies able to lead this transition and strengthen competitiveness across clean-fuel production and export chains.

Engineer Abdulaziz bin Said Al Sheidhani, Director General of Hydrom, highlighted the developments witnessed in Oman’s regulatory framework for green hydrogen over the past two years, built on clear policies and precise land-allocation mechanisms within an integrated national system. He noted that Oman has now moved to the phase of actual implementation of projects, infrastructure and regulatory frameworks to enable expansion and long-term competitiveness.
He said that seven projects are currently progressing according to plan, with a combined production capacity expected to reach one million tonnes of green hydrogen annually by 2030. Two other projects were concluded by agreement after reviewing developers’ plans in light of changes in global market conditions.
The Director General of Hydrom pointed out that a major milestone in the national framework is the entry of the ACME green hydrogen and green ammonia project in the Duqm Special Economic Zone into the implementation phase. The project consists of three phases: the first, now under construction, aims to produce 100,000 tonnes of green ammonia and 17,000 tonnes of green hydrogen annually by 2027. Preparations are under way for the second phase, which will add 71,000 tonnes of green hydrogen and around 400,000 tonnes of green ammonia annually. The third phase is expected to add the same production capacity as the second.
He explained that Oman’s journey in developing the hydrogen economy is anchored in a long-term vision focused on what he described as the “triple competitiveness equation”: reducing costs, ensuring delivery and leveraging strategic location. He added that Oman is working to achieve this equation through its cost advantages in renewable resources, its institutional framework and integrated infrastructure and its geographic position, which allows direct linkage of national production to key markets.
Eng. Al Sheidhani affirmed that the company places strong emphasis on developing domestic demand to reinforce national value chains. Hydrom is working with partners to develop new industrial uses for hydrogen, including green steel, hydrogen-based fuels and heavy transport, in order to build a foundation for future local demand. Work is also under way to study a bilateral auction mechanism that aims to connect local producers with new industrial consumers and contribute to pricing mechanisms in the national market.
He added that the third round of green hydrogen bidding reflects the continuation of Oman’s phased approach to developing this promising sector, with broad participation from more than 130 companies across global markets, a clear indication of investor confidence in the regulatory framework and investment environment Oman has established. He noted that the approval this year of a financial-incentive package worth 3.6 billion US dollars was based on the outcomes of previous rounds to support projects in their early stages and strengthen their financial stability.

Over three days, the summit discusses the latest developments in hydrogen production, storage, transport and industrial uses. It also reviews international experiences, emerging business models, certification standards and regulatory frameworks. The discussion sessions highlight progress made in hydrogen projects in Al Wusta and Dhofar governorates and examine opportunities for integration between renewable energy and digital technologies.

Alongside the summit, a Memorandum of Understanding (MoU) was signed between the Oman Chamber of Commerce and Industry and Hydrogen Oman (Hydrom) to enhance cooperation in supporting and developing the green hydrogen sector in Oman.
The MoU was signed by Zakaria bin Abdullah Al Saadi, Chief Executive Officer of the Oman Chamber of Commerce and Industry, and Eng Abdulaziz bin Said Al Sheidhani, Director General of Hydrom.

The summit features broad participation from officials, chief executives, global business leaders and representatives of states and international institutions, along with speakers from international organisations and energy-sector companies.
An exhibition accompanies the summit, showcasing the latest innovations, technologies, solutions and developments in the hydrogen industry across its various stages as developed by global companies.
