His Majesty and Algerian President witness signing of agreements
His Majesty Sultan Haitham bin Tarik and Algerian President Abdelmadjid Tebboune witnessed the signing at the Presidential Palace of a series of agreements between Oman and Algeria.
The agreements covered the establishment of a joint Omani-Algerian investment fund, as well as cooperation in scientific, technical, educational, agricultural and investment fields, the pharmaceutical industry, judicial and legal cooperation, plant protection and animal health.
The Oman Investment Authority and the Algerian Ministry of Finance signed the agreement to establish a joint Omani-Algerian investment fund.
The proposed fund is valued at 115.4 million Omani rials (300 million US dollars), equally contributed by both parties. It will invest across various sectors, with a focus on food security, the pharmaceutical industry, minerals and mining.
Minerals Development Oman, a subsidiary of the Oman Investment Authority, signed a MoU with Algeria’s National Company for Geological and Mining Research (Sonarem) to expand bilateral cooperation in key economic sectors, especially mining.
The MoU allows both parties to benefit from each other’s institutional capacities and technical and technological expertise in the development of mining projects.
Abras Energy, affiliated with the Oman Investment Authority, and Algeria’s state-owned Sonatrach signed a term sheet for a joint project. This follows a previously signed memorandum of understanding to explore cooperation and business opportunities. At the beginning of 2025, both parties signed two agreements to develop vocational training and development programmes in the oil and gas sectors and to establish a joint framework for launching training initiatives that enhance technical and managerial skills and promote expertise exchange in training and capacity building.
Oman’s Ministry of Health and Algeria’s Ministry of Industry and Pharmaceutical Production signed an MoU aimed at strengthening cooperation in pharmaceutical manufacturing.
The MoU covers areas such as scientific research exchange, sharing expertise in medicine evaluation, and encouraging investment in pharmaceutical production.
Oman’s Ministry of Justice and Legal Affairs signed a memorandum of cooperation with Algeria’s Ministry of Justice to encourage the exchange of experiences in various judicial and legal areas, the study of draft international agreements, information sharing on legislation and its publication, and joint training programmes in the legal and judicial sectors.
The Supreme Judicial Council of Oman signed an MoU with Algeria’s Ministry of Justice to exchange rulings and decisions, provide joint training for judges and staff, organise expert visits,, and to hold joint workshops and seminars.
Oman’s Ministry of Agricultural, Fisheries and Water Resources and Algeria’s Ministry of Agriculture, Rural Development and Fisheries signed an MoU to cooperate and share information in areas such as desert agriculture, the use of modern techniques for desert land reclamation, the application of modern agricultural systems to promote sector development and sustainability, research and development in biotechnology to create new crop varieties resistant to environmental stress, the development of food safety standards, and the exchange of legislation related to food security and food safety.
The Ministries also signed an executive programme to activate a previously signed MoU to facilitate information exchange, particularly concerning regulations regarding the export, import and transit of plants and plant products.
The Omani Marine and Fisheries Science Centre and Algeria’s National Centre for Fisheries Research and Aquaculture Development signed an executive programme to activate an MoU on fisheries cooperation. The programme seeks to enhance scientific, technical and research collaboration in the fisheries sector, and enable scientific exchange in fisheries, marine science and aquaculture.
Oman and Algeria also signed an executive programme in education, based on the agreement signed between the two countries in 2006. The programme, signed by the Ministry of Higher Education, Research and Innovation of Oman and the Algerian Ministry of Higher Education and Scientific Research, aims to encourage cooperation between higher education institutions in both countries, exchange information and expertise in higher education, research and innovation, and facilitate student admissions. It also includes a number of exchange scholarships.
The Ministry of Labour of Oman and Algeria’s Ministry of Labour, Employment and Social Security signed an executive programme to implement a practical cooperation programme to improve and develop labour inspection systems.
The agreements were signed on behalf of the Government of the Sultanate of Oman by Oman's Foreign Minister Sayyid Badr Albusaidi; Abdulsalam Al Murshidi, President of the Oman Investment Authority; Dr Saud Al Habsi, Minister of Agricultural, Fisheries and Water Resources; Dr Hilal Al Sabti, Minister of Health; Matar Al Badi, CEO of Minerals Development Oman, and Saif Al Hamhami, CEO of Abras Energy.
On behalf of the Algerian Government, the agreements were signed by Dr Wassim Kouidri, Minister of Pharmaceutical Industries; Lotfi Boujemaa, Minister of Justice and Keeper of the Seals; Abdelkarim Boudra, Minister of Finance; Rachid Hachichi, President and CEO of Sonatrach; Youssef Charfa, Minister of Agriculture, Rural Development and Fisheries; Dr Kamel Baddari, Minister of Higher Education and Scientific Research, and Faisal Ben Taleb, Minister of Labour, Employment and Social Security.
