Joint Statement between the Sultanate of Oman and the Kingdom of Spain on the occasion of His Majesty’s visit

In a joint statement issued on the occasion of His Majesty’s state visit to the Kingdom of Spain, His Majesty Sultan Haitham bin Tarik and His Majesty King Felipe VI of the Kingdom of Spain affirmed the importance of cooperation to strengthen economic partnerships and support growth and innovation.

They also expressed their satisfaction with the existing investment partnership and their shared desire to elevate it to higher levels. Below is the full text of the statement:

“At the gracious invitation of His Majesty King Felipe VI of the Kingdom of Spain, His Majesty Sultan Haitham bin Tarik undertook a State Visit to the Kingdom of Spain from November 3 to 5, 2025. The visit reflected the depth of the historic friendship between the two royal families, which has lasted for decades, and stands as a testimony to the strong will of both countries to enhance bilateral cooperation across various fields for the mutual benefit of their friendly peoples.

“His Majesty Sultan Haitham bin Tarik met with His Majesty King Felipe VI and Prime Minister Pedro Sánchez Pérez-Castejón. During these meetings, views were exchanged on bilateral and international issues of common interest, and a mutual commitment to promoting peace and stability in conflict zones across the globe, was reaffirmed.

“In this regard, the Leaders discussed current developments and exchanged views on the regional situation, welcoming the Peace Plan signed in Sharm al Sheikh that allowed for the ceasefire, the release of hostages and the entry of humanitarian aid to Gaza were discussed. They commended the efforts of mediators, the United States, Egypt, Qatar and Türkiye. The Peace Plan opens a window of opportunity for hope, emphasising the importance of reaching a just solution that satisfies the legitimate rights of both Palestine and Israel based on the implementation of the two-State solution. They recognised the Palestinian people’s right to self-determination and the establishment of an independent, viable and sovereign Palestinian state with East Jerusalem as its capital, in accordance with relevant international resolutions and the Arab Peace Initiative. In this regard, His Majesty and the King agreed that the General Assembly Resolution endorsing the New York Declaration on the Implementation of the Two-State Solution must serve as a roadmap to achieve lasting peace.

“They also expressed deep concern over the catastrophic humanitarian situation in the Gaza Strip and affirmed their support for international efforts aimed at fully implementing the Peace Plan in all it is phases. They affirmed the necessity of the delivery of humanitarian aid immediately to civilians and the reconstruction of Gaza.

“The leaders urged all parties to ensure the success of the Peace Plan, defend the respect of international law and international humanitarian law, and implement urgent and tangible measures to guarantee justice, peace and security for Palestinians, Israelis, and all people in the region.

“They stressed the importance of resolving disputes and conflicts through dialogue and peaceful means, with respect for the principles of international law and the Charter of the United Nations. They emphasised the critical role of dialogue and diplomacy and agreed to collaborate at both bilateral and multilateral levels to enhance their constructive contributions to addressing regional and international challenges.

“At the bilateral level, the Leaders affirmed the importance of cooperation between their governments to strengthen economic partnerships and promote economic growth and innovation. The visit witnessed the signing of an agreement on mutual visa exemption for holders of official passports and several memoranda of understanding in the fields of culture, sports, clean energy transition, investment, water management and resources, transport and agriculture.

“They expressed their satisfaction with the existing partnership in the field of investment and their shared desire to elevate it to higher levels. Opportunities for cooperation were explored in key sectors such as manufacturing industries, mining, tourism, artificial intelligence, energy and space, with an emphasis on building a future based on cooperation and mutual understanding.

“In the presence of their Majesties and a number of Ministers, a meeting with Spanish companies from the energy, engineering, technological and other strategic sectors was held where common priorities and new avenues for cooperation were discussed. Both Chambers of Commerce held talks during which a Memorandum of Understanding was signed.

“Looking to the future, the Sultanate of Oman and the Kingdom of Spain reaffirmed their commitment to strengthening their strategic relations and deepening cooperation in various key sectors, particularly in advancing energy transition with a focus on carbon neutrality, renewable energy, and green hydrogen, as well as cooperation in water management, based on the long-standing expertise of both countries in sustainable water solutions.

“Recognising the importance of people-to-people communication, and based on their belief in the deep and ancient human ties between the two regions and the historical connections between their nations, the Sultanate of Oman and the Kingdom of Spain expressed their commitment to enhancing cooperation in the field of academic and research exchanges. They stressed the importance of knowledge and research sharing, access to documents, and joint initiatives in historical studies, through partnerships involving governments, academic institutions, and the private sector.

“They expressed their satisfaction with the outcomes of the visit and their determination to build on the current momentum and fruitful relationship in a manner that serves the interests of both nations. They reaffirmed their commitment to achieving a peaceful, prosperous, sustainable, and interconnected future for all.

“His Majesty Sultan Haitham bin Tarik expressed his deep gratitude to His Majesty King Felipe VI, Prime Minister Pedro Sánchez, and the friendly Spanish people for the warm welcome and generous hospitality extended to His Majesty and the accompanying delegation during their stay in the Kingdom of Spain.”
