His Majesty Sultan Haitham bin Tarik<\/a> and President Kassym Jomart Tokayev of the Republic of Kazakhstan<\/a> held bilateral talks at the Palace of Independence in the capital, Astana. The two leaders reviewed relations between the Sultanate of Oman and Kazakhstan, as well as the understanding and shared desires that unite the two countries in consolidating cooperation and expanding it into broader areas.<\/p>\n

\"His<\/p>\n

The President of Kazakhstan delivered a welcoming address to His Majesty. He described the visit as historic in every respect and said it would be highly productive, resulting in the signing of several important agreements. He noted that His Majesty\u2019s presence in the Kazakh capital, on his first visit to Central Asia as Sultan, held great significance both for him as President of Kazakhstan and for the Kazakh people.<\/p>\n

President Tokayev added that Kazakhstan held deep respect for His Majesty\u2019s wisdom and leadership vision, as well as for Oman\u2019s rich heritage and friendly people. He said his country regarded Oman as a reliable and well-established partner in the Arab world and beyond.<\/p>\n

The President noted that next year would mark an important milestone: the 35th anniversary of the establishment of diplomatic relations between the two countries. He said that during this period, they had succeeded in building a solid foundation for launching a new and dynamic phase in their growing partnership, based on many years of friendship, mutual support and steadfast solidarity.<\/p>\n

President Tokayev expressed his deep appreciation for His Majesty\u2019s pivotal role in strengthening the multifaceted partnership between the two countries. He announced his decision to confer the Altyn Qyran Order, Kazakhstan\u2019s highest state honour, on His Majesty in recognition of the friendship and mutual support between the two countries under His Majesty\u2019s wise leadership.<\/p>\n

The President said Oman had achieved a remarkable economic transformation and had become a pillar of stability in the Middle East, while its influence and respected voice on the international stage continued to grow. He described this as powerful testimony to His Majesty\u2019s wisdom and foresight.<\/p>\n

President Tokayev expressed his firm conviction that the agreements to be signed by the two countries would bring significant benefits to both brotherly nations and elevate their strategic partnership to a new level.<\/p>\n

He said the talks would include the signing of an important package of bilateral agreements covering various areas of economic cooperation, including energy, transport and logistics, agriculture, information technology and digital transformation, healthcare, pharmaceuticals and other fields.<\/p>\n

The President expressed hope that the Kazakhstan Oman Business Forum would provide strong new momentum for trade and investment partnership between the two countries. He also looked forward to their joint participation in this important event and to the steps that would follow.<\/p>\n

He said that beyond political and economic cooperation, the two countries were also united by a deep cultural heritage and growing people-to-people relations.<\/p>\n

President Tokayev said: \u201cI would like to reiterate that, as President of Kazakhstan, I will do everything in my power to develop comprehensive cooperation between Kazakhstan and Oman. As I have said, I will personally oversee all these efforts.\u201d<\/p>\n

He expressed optimism that the two countries would achieve new accomplishments in their bilateral cooperation in the very near future. He also reaffirmed their firm commitment to building closer relations and strengthening cooperation with Oman.<\/p>\n

At the conclusion of his address, President Kassym Jomart Tokayev reiterated that Kazakhstan was deeply honoured to host His Majesty\u2019s visit. He expressed his pleasure at welcoming His Majesty personally among the Kazakh people and in the capital, Astana.<\/p>\n

His Majesty then delivered the following address:<\/p>\n

\u201cDistinguished guests,<\/p>\n

“It gives us great pleasure to visit Kazakhstan.<\/p>\n

“Oman and Kazakhstan share a firmly established friendship built for more than three decades on mutual respect, trust and a common aspiration for constructive cooperation.<\/p>\n

“This meeting reaffirms the strength of this relationship and, more importantly, our shared vision of advancing it towards new horizons of greater growth and prosperity.<\/p>\n

“We see this as an opportunity to strengthen our partnership, particularly in trade and investment, energy and mining, transport and logistics, food security, financial services, tourism, digital technologies and artificial intelligence.<\/p>\n

“Kazakhstan\u2019s strategic location in Central Asia and Oman\u2019s position at the crossroads of major maritime trade routes open broad prospects for strengthening connectivity between our two countries and our wider geographical regions. We see tremendous potential to continue developing and expanding new trade and transport links and to maximise the use of Oman\u2019s ports as gateways to key markets in the Gulf, Asia and Africa.<\/p>\n

“We are pleased that this visit will witness the signing of several agreements and memoranda of understanding. These will give further momentum to our cooperation and open new opportunities for our institutions and the private sectors of both countries.<\/p>\n

“Beyond our bilateral relations, Oman and Kazakhstan share a commitment to the principles of dialogue, peaceful engagement and respect for international law. At a time of regional and international uncertainty, these principles remain a solid safeguard for promoting stability, security and prosperity.<\/p>\n

“We wish to express our sincere appreciation to President Kassym Jomart Tokayev and to the Government and people of Kazakhstan for their warm welcome and generous hospitality.\u201d<\/p>\n

His Majesty and President Tokayev then chaired an expanded session of official talks attended by the official delegations of both countries.<\/p>\n

The session opened with an address by the President of Kazakhstan, in which he underlined the importance of relations between the two friendly countries and the progress achieved in their cooperation and partnership.<\/p>\n

President Tokayev expressed his great pleasure and honour at hosting His Majesty. He described the visit as historically significant because it opened the way for multifaceted cooperation between the two countries, which needed to be consolidated and strengthened.<\/p>\n

The President added that his country placed great hopes in the visit. He noted that many issues could be discussed, as agreed, and that the two countries possessed considerable potential for cooperation which should be developed and fully utilised.<\/p>\n

He said the two countries shared many common interests, foremost among them their shared desire and determination to advance cooperation across various fields. He affirmed that, as President of Kazakhstan, he would make every effort to ensure that his country became a reliable partner of Oman.<\/p>\n

President Tokayev noted that Oman was highly respected in Kazakhstan. He also pointed to the growing number of people travelling to Oman, while many others had not yet had the opportunity to visit Muscat and other Omani cities.<\/p>\n

He said that the launch of direct commercial flights between the two countries would increase travel and reciprocal visits. He expected the number of visitors to Oman to rise significantly.<\/p>\n

His Majesty then delivered the following address:<\/p>\n

\u201cPresident Kassym Jomart Tokayev,<\/p>\n

“We wish to express our sincere gratitude to you for the warm welcome and generous hospitality extended to us and our accompanying delegation.<\/p>\n

“The Sultanate of Oman attaches the utmost importance to its relationship with Kazakhstan. Since the establishment of diplomatic relations in 1992, our two countries have built a close relationship founded on friendship, mutual respect and a shared commitment to constructive cooperation.<\/p>\n

“We take this opportunity to renew our determination to build on these solid foundations and advance towards a sustainable strategic partnership that delivers tangible results.<\/p>\n

“We welcome the momentum in our bilateral relations in recent years. Exchanges of high-level visits, the work of the Oman Kazakhstan Joint Committee and the implementation of the 2025\u20132026 Roadmap have established a strong framework through which we can pursue more ambitious areas of cooperation.<\/p>\n

“As we move forward, economic and investment cooperation will remain a defining feature of this new chapter in our relations. By strengthening these ties, we will open new prospects for mutual benefit and long-term partnership.<\/p>\n

“Oman sees promising opportunities for growth, investment and cooperation with Kazakhstan across various sectors, including energy and mining, agriculture and food security, transport and logistics, financial services, tourism, technology and artificial intelligence. We welcome the development of projects bringing together our sovereign investment institutions, private sectors and specialised government entities.<\/p>\n

“Connectivity is another area of considerable strategic importance. Kazakhstan occupies a strategic location along major global trade corridors linking Asia and Europe, while Oman provides direct maritime access to key markets in the Gulf region, the Indian Ocean, Asia and Africa. Building on these complementary advantages would open promising prospects for growth and deliver benefits to both countries.<\/p>\n

“We therefore look forward to strengthening cooperation in transport and logistics, including the development of trade corridors through Omani ports and enhanced air connectivity between the two countries.<\/p>\n

“As we look to the future, the financial sector offers promising opportunities for further cooperation. Oman is developing the Oman Global Financial Centre, presenting valuable opportunities to exchange expertise and build institutional partnerships.<\/p>\n

“Kazakhstan\u2019s progress in digital transformation and artificial intelligence also represents an important area for future cooperation. We would greatly welcome the opportunity to establish links and strengthen cooperation among our technology institutions, innovation centres and private-sector companies.<\/p>\n

“Mr President,<\/p>\n

“The agreements and memoranda of understanding concluded during this visit reflect our determination to translate the close political relationship between our countries into tangible economic and institutional outcomes.<\/p>\n

“As we advance this shared endeavour, we express our deep appreciation for the enduring friendship between Oman and Kazakhstan. We look forward to welcoming you to Muscat soon and to continuing our constructive cooperation in the months and years ahead.<\/p>\n

The talks explored prospects for partnership between the two countries and ways to benefit from the available potential to expand cooperation in energy, mining, transport, logistics, food security, tourism, technology, artificial intelligence, financial services and investment.<\/p>\n

They also addressed regional and international issues and developments. The two delegations exchanged views in keeping with the countries\u2019 commitment to consultation and the coordination of positions that would consolidate security and peace in the region.<\/p>\n

The Omani delegation attending the official talks comprised His Highness Sayyid Shihab bin Tarik Al Said, Deputy Prime Minister for Defence Affairs; Sayyid Khalid bin Hilal Al Busaidi, Minister of the Diwan of Royal Court; General Sultan bin Mohammed Al Nomani, Minister of the Royal Office; Oman\u2019s Foreign Minister Sayyid Badr Albusaidi<\/a>; Sultan bin Salim Al Habsi, Minister of Finance<\/a>; Dr Hamad bin Said Al Aufi, Head of the Private Office; Abdulsalam bin Mohammed Al Murshidi, President of the Oman Investment Authority<\/a>; Anwar bin Hilal Al Jabri, Minister of Commerce, Industry and Investment Promotion<\/a>; and Ambassador Sheikh Dr Salah bin Salim Jaaboub, Oman\u2019s Ambassador to the Republic of Kazakhstan.<\/a><\/p>\n
