The Public Authority for Special Economic Zones and Free Zones<\/a> signed 10 investment agreements and Memoranda of Cooperation (MoCs) to establish new projects in the Special Economic Zone at Duqm<\/a>, with a value of OMR 2.9 billion, equivalent to around USD 7.5 billion.<\/p>\n

The agreements included the implementation of the downstream component of the ACME<\/a>\u00a0green hydrogen project, with investments of OMR 1.6 billion, equivalent to USD 4.2 billion.<\/p>\n

The ACME project includes the establishment of a large scale industrial facility to produce green hydrogen and green ammonia over an area of 10 square kilometres, with an investment cost of USD 4.2 billion. The project will be developed in two phases, the second and third. Each phase will have a production capacity of 400,000 metric tonnes of green ammonia per year and 71,000 metric tonnes of green hydrogen per year. Upon completion of both phases, total production capacity will reach 800,000 metric tonnes of green ammonia per year and 142,000 metric tonnes of green hydrogen per year. Commercial operation of the second phase is expected to begin in 2030 and the third phase in 2033.<\/p>\n

The agreements also included a project to design, implement and operate a power generation plant by Al Sahel Energy, under contract with the Oman Power and Water Procurement Company, at an investment cost of OMR 350 million, equivalent to USD 910 million.<\/p>\n

The aims to keep pace with future demand for electricity in the Special Economic Zone at Duqm and meet the needs of upcoming strategic projects. It is the result of a strategic partnership between several local and Korean companies. The project has been designed to be future ready by allocating space for infrastructure linked to emissions reduction, including carbon capture technologies and the potential to increase the proportion of hydrogen in the fuel mix.<\/p>\n

Engineer Yaqoub Al Harthi, CEO of Al Sahel Energy, said the Duqm Independent Power Project reflects Oman\u2019s move towards more sustainable and future ready energy, in line with its target to achieve net zero carbon emissions by 2050.<\/p>\n

Other agreements covered the establishment of a project to manufacture anode materials for batteries used in electric vehicles, with an investment value of around OMR 192.2 million, equivalent to USD 500 million, and the construction of a residential city for Jindal Steel<\/a> employees, comprising 500 housing units, with an investment value of OMR 30 million, equivalent to USD 78 million.<\/p>\n

The battery anode materials manufacturing project, implemented by a leading global Chinese company, focuses on research, development and industrial manufacturing of silicon based anode material. This high energy density material is used in lithium ion batteries. The project aims to localise the silicon carbon anode supply chain within Oman, support the local electric vehicle ecosystem and export products to the global market for high quality anode materials.<\/p>\n

The project\u2019s investment cost is around OMR 192.2 million, equivalent to USD 500 million. It will be implemented in two phases, with a production capacity of 2,000 tonnes per year in the first phase, rising to 5,000 tonnes per year after the second phase. Trial production for the first phase is expected to begin in the second quarter of 2027, while construction of the second phase is expected to begin in the second quarter of 2028.<\/p>\n

The establishment of the residential city for Jindal Steel employees comes as part of the company\u2019s efforts to raise the standard of accommodation and services provided to its employees, attract talent and provide housing units that meet international best practice in this field. The project also meets employees\u2019 aspirations and gives them and their families stability in work and residence in the Special Economic Zone at Duqm.<\/p>\n

The project includes 500 housing units and a range of key, high quality facilities and services, including halls, sports clubs and other services. It will be implemented on a land area of 460,000 square metres. The first phase of the city is expected to be completed in 2028.<\/p>\n

The agreements also included the establishment of a chemical products manufacturing plant by Duqm Chemical Products Company, with investments of OMR 12.3 million, equivalent to USD 32 million.<\/p>\n

This project includes the design, construction and operation of an integrated chemical manufacturing facility to produce caustic soda, sodium hydroxide and calcium chloride. The estimated investment cost of the first phase of the project is OMR 12.3 million, equivalent to USD 32 million. The project aims to support local and regional demand for caustic soda and calcium chloride, particularly in the oil and gas, water treatment, industrial and chemical sectors, while contributing to industrial diversification and economic development in the Special Economic Zone at Duqm. The project is expected to begin operation in 2027.<\/p>\n

Other agreements covered a steel structures manufacturing project by DSD Ferrometalco<\/a>, with investments of OMR 10 million, equivalent to USD 26 million, and a project to manufacture ready made cement blocks for projects by Al Qiyadah Construction Technology Company, with investments of OMR 5.7 million, equivalent to USD 15 million.<\/p>\n

Ihab Halawa, Procurement Manager at DSD Ferrometalco, said the company\u2019s decision to invest in the Special Economic Zone at Duqm is due to Duqm\u2019s strategic position as a global trade gateway and a vital hub linking international shipping routes.<\/p>\n

He said the company\u2019s establishment of a project specialising in steel structures for industrial projects and tank construction aims to provide high quality engineering and construction solutions that support a range of key sectors, most notably electricity projects, renewable energy, oil and gas and various infrastructure projects. He said the company looks forward, through its project in Duqm, to meeting local demand and using the Port of Duqm as a base to serve regional and global markets.<\/p>\n

The steel structures manufacturing project implemented by DSD Ferrometalco is a joint investment project by investors from Germany and Egypt. The project will be established on a land area of 39,000 square metres, with the first phase costing OMR 10 million, equivalent to USD 26 million.<\/p>\n

The project includes the establishment of a modern heavy steel fabrication facility designed to carry out large scale, complex and high value projects in Oman, the GCC countries and East Africa.<\/p>\n

The facility aims to provide high quality engineering and construction solutions in heavy industries to support multiple sectors, including power plants, renewable energy, oil and gas and infrastructure. It also aims to meet local demand in Oman and export to regional and international markets.<\/p>\n

Anyuobo Li, CEO of Al Qiyada Construction Technology Company, said the company is focusing on establishing a modern factory to produce precast concrete homes. This supports Oman\u2019s industrial trends and enhances the application of industrial construction and sustainable building technologies. He explained that the project will use the latest modular construction technologies based on precast concrete to produce high quality homes, residential units, offices and associated facilities.<\/p>\n

He said the project aims to meet the Omani market\u2019s needs for prefabricated residential and office units, support infrastructure and urban development projects, provide job opportunities, enhance local content and transfer modern industrial expertise. He reaffirmed the company\u2019s commitment to the highest standards of quality and efficiency in construction and production.<\/p>\n

This project aims to provide temporary and rapid construction solutions in Oman and regional markets. The project uses the latest modular construction technologies based on precast concrete to produce high quality homes, residential units, offices and associated facilities.<\/p>\n

Once completed, the project is expected to enhance local production capacity in the prefabricated buildings sector in Oman, provide advanced construction solutions, support the development of the local supply chain and transfer modern technical knowledge and expertise. The project\u2019s annual production capacity ranges from 1,500 to 2,000 prefabricated rooms and 800 villas. Investments in the first phase of the project are estimated at OMR 5.7 million, equivalent to USD 15 million.<\/p>\n

Three MoCs were also signed. The first was with OQ Group<\/a> for a natural gas liquids separation and processing plant in the petrochemical industries zone in the Special Economic Zone at Duqm, with an estimated investment cost of OMR 288 million, equivalent to USD 750 million.<\/p>\n

The processing plant is one of the strategic projects supporting the development of the petrochemicals complex in the Special Economic Zone at Duqm. The plant will provide the raw materials needed for downstream value added industries, maximise the use of national resources and raise their added value.<\/p>\n

The project aims to support the development of manufacturing and petrochemical industries by providing the raw materials needed for related industrial activities, supporting economic diversification and maximising the added value of national resources by developing new industrial value chains. It will also enable strategic partnerships between national and international companies operating in energy, logistics and infrastructure, while providing the necessary infrastructure for storing, handling and exporting products through the Port of Duqm to regional and global markets.<\/p>\n

OQ Group\u2019s investments in the project are estimated at around OMR 288 million, equivalent to USD 750 million. It will be implemented on a land area of 350,000 square metres in the petrochemical industries zone in Duqm.<\/p>\n

The second MoC signed is with Trot Holdings<\/a> and involves the establishment of an integrated industrial complex over an area of one million square metres, with investments of OMR 192.2 million, equivalent to USD 500 million.<\/p>\n

The Trot Holdings project includes the establishment and development of an integrated light industries complex over an area of one million square metres. It includes a group of industrial projects, along with roads, infrastructure works, a services building and other facilities. The estimated cost of the complex is around OMR 192.2 million, equivalent to USD 500 million.<\/p>\n

The project focuses on developing part of the light industries zone and establishing an integrated industrial complex that will target Omani and foreign companies to set up diverse industrial projects. It will also promote a start up culture and encourage Omani entrepreneurs and start ups to establish their projects in the complex, which will serve as an incubator platform for investors from the establishment stage.<\/p>\n

The complex will be implemented in four phases. The first phase is expected to be completed three years after the signing of the usufruct agreement, while the fourth phase is expected to be completed after 10 years.<\/p>\n

The third MoC was with Ruby Investment and Development to establish an integrated tourism and technology complex. It includes hotels and a commercial shopping complex, with an investment value of up to OMR 184.5 million, equivalent to USD 480 million, on a land area of 200,000 square metres.<\/p>\n

The Ruby Investment and Development project, implemented through a partnership between investors from Oman and the Philippines, aims to enhance Duqm\u2019s tourism potential, keep pace with tourism growth and demand for hotel accommodation and improve the lifestyle offering in the zone. The shopping centre is expected to attract 200 local and international companies.<\/p>\n

Qais bin Mohammed bin Musa Al-Yousef, Chairman of the Public Authority for Special Economic Zones and Free Zones<\/a>, said that the signing of these agreements and Memoranda of Cooperation demonstrates a high level commitment to strengthening the investment environment in Oman.<\/p>\n

He added that the agreements reflect the confidence of local and international companies in the investment climate of Oman in general, the Special Economic Zone at Duqm in particular, its infrastructure and the expected role of the zone in regional and global trade and supply chains.<\/p>\n

He said that the new projects are in line with global trends in investment in the green economy, renewable energy and electric vehicle battery components. They also enhance the quality of life in Duqm through tourism projects and employee housing complexes, which represent a valuable addition to the existing projects in the Special Economic Zone at Duqm. They are expected to have a positive impact on economic activity in the zone, local added value and employment opportunities.<\/p>\n

He noted the diversity of the projects and the nationalities of the investors. He said that the agreements signed today include investments from China, India, South Korea, the Philippines, Germany and Egypt, in addition to investments from government and private companies in Oman.<\/p>\n

Engineer Ahmed bin Ali Akak, CEO of the Special Economic Zone at Duqm, said the new projects are in line with the zone\u2019s strategy and vision to attract more high quality projects. He said the agreements reflect investors\u2019 confidence in Duqm and the zone\u2019s readiness to enter a more advanced stage of industrial and investment growth.<\/p>\n

In his remarks, he said the signing of these agreements and MoCs, with an investment value exceeding USD 7.5 billion, clearly shows that Duqm is no longer a promising project still taking shape. It has become an integrated economic platform capable of attracting high quality investments across multiple sectors, including green energy, manufacturing industries, industries linked to supply chains, chemical industries, construction technologies, industrial complexes, tourism and services.<\/p>\n

Local and international companies expressed their appreciation for the efforts made during the past period by the Public Authority for Special Economic Zones and Free Zones and the management of the Special Economic Zone at Duqm to accelerate the signing of agreements for the new projects. They said their choice of the Special Economic Zone at Duqm reflects their confidence in the zone\u2019s investment environment, its competitive advantages and its industrial and logistics facilities.<\/p>\n

The agreements and Memoranda of Cooperation were signed on behalf of the Public Authority for Special Economic Zones and Free Zones by Qais bin Mohammed bin Musa Al-Yousef, Chairman of the Authority, Eng Ahmed bin Hassan Al Dheeb, Deputy Chairman of the Authority and Eng Ahmed bin Ali Akak, CEO of the Special Economic Zone at Duqm.
