All Omanis over the age of 21, men and women, may vote.<\/div><div class=\"x-text x-content e415-e4-v0 mbj-3 mbj-4 fm-comp fm-text-standard\"><span>The membership of the Council is determined so that each Wilayat (province) is represented by one member if its population is less than 30,000, and two members when the state\u2019s population is more than 30,000.<\/span><\/div><hr class=\"x-line e415-e5-v0 mbj-5\"\/><\/div><div class=\"x-div e415-e6-v0 mbj-0 mbj-1 fm-comp fm-container-1-col\"><div class=\"x-text x-text-headline e415-e7-v0 mbj-6 fm-comp fm-h2\"><div class=\"x-text-content\"><div class=\"x-text-content-text\"><h2 class=\"x-text-content-text-primary\">Legislative role<\/h2>\n<\/div><\/div><\/div><div class=\"x-text x-content e415-e8-v0 mbj-3 mbj-4 fm-comp fm-text-standard\"><p>The<span>\u00a0<\/span><a href=\"https:\/\/www.fm.gov.om\/about-oman\/government\/council-of-ministers\/\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.fm.gov.om\/about-oman\/government\/council-of-ministers\/\">Council of Ministers<\/a><span>\u00a0<\/span>refers a draft law to the Majlis A\u2019Shura (Shura Council), which must approve or amend it within three months. The draft law is then referred to the Majlis A\u2019Dawla (State Council) to approve or amend, as it sees fit.<\/p>\n<p>If the Majlis A\u2019Shura and the Majlis A\u2019Dawla disagree a vote is held in joint session to resolve the issue. Any bill passed by both councils must be approved by His Majesty the Sultan to become law.<\/p>\n<p>The Majlis A\u2019Shura has the power to propose legislation and make other recommendations to the Government and to participate in the drafting of the five-year development plan<\/p><\/div><hr class=\"x-line e415-e9-v0 mbj-5\"\/><\/div><div class=\"x-div e415-e10-v0 mbj-0 mbj-1 fm-comp fm-container-1-col\"><div class=\"x-text x-text-headline e415-e11-v0 mbj-6 fm-comp fm-h2\"><div class=\"x-text-content\"><div class=\"x-text-content-text\"><h2 class=\"x-text-content-text-primary\">Other responsibilities<\/h2>\n<\/div><\/div><\/div><div class=\"x-text x-content e415-e12-v0 mbj-3 mbj-4 fm-comp fm-text-standard\"><p>Under the Law of the Oman Council Majlis A\u2019Shura exercises important powers of follow-up.<\/p>\n<p>These include urgent statements, whereby each member may make a statement before the Shura Council on an urgent and important matter related to the public interest of the country.<\/p>\n<p>In addition, each member of the Shura Council may request in writing that the Speaker of the Council inform the Government of a matter of urgent importance.<\/p>\n<p>Members may also request the Government to provide the Council with information to help it to exercise its responsibilities.<\/p>\n<p>The Majlis A\u2019Shura may, of its own accord and whenever it determines that the public interest requires it, express its desires to the Government in matters related to the development and performance of public services or with regard to economic obstacles and to promote development.<\/p>\n<p>Members of the Majlis A\u2019Shura also have the right to direct questions to Ministers. Based on a request from five members which is approved by a majority of the Shura Council, general issues falling within its jurisdiction may be raised for discussion with Ministers.<\/p>\n<p>In addition, any fifteen members of the Shura Council may request to question any Minister about the exceeding of his or her legal powers.<\/p>\n<p>Ministers must provide the Shura Council with an annual report on the implementation of projects by the ministries they head.
